• Why officers and employees are not transferred out from the Mumbai, Kolkata, Delhi, Bangalore, Chennai etc. and on the contrary employees of states like Orrisa, Bihar, and Jharkhand are frequently transferred out of their states even violating transfer policies?
• Why some officers are always given rural posting whereas some other officers are even promoted without rural posting violating government guidelines in this regard?
• Why some officers are allowed to work in their Metro towns for decades whereas officers of other small towns and villages are to change their place of working every year or alternate year without any incentive or compensation?
• Is there no punishment for those executives who indulge in corrupt practices and resort to whimsical transfers to keep away all employees who may prove hurdle in their money making process?
• Why RBI remains silent spectator of ill-motivated CEOs of banks and allows the malady in banks to accumulate?
• It is worthwhile to mention here that unhappy lot of employees cannot think for and make efforts to keep bank healthy?
• Is human resource not capital in real sense in Banking Industry and for some VIP CEOs of Bank?

Quota beyond 50%
Rajasthan Government has approved the bill for reservation of 5% for Gujjars and 14% for Economically Backward Classes (ECB) over and above existing reservation of 49 % shared by OBC 21% , ST 12% and SC 16%.It is against the ruling of Supreme Court that in no case reservation should be more than 50%.
In the past several times state government as also central government have attempted to go beyond the ceiling of 49% against the provision and spirit of the Constitution in temptation of political benefits but the judiciary have always given the verdict against such measures of the government.
This is once again a shameful day when government has directly exhibited contempt of court and invited litigation in the court. Congress party has made several histories by going against the wishes of the highest court as also the basic structure and spirit of the Constitution. As such the enhancement of quota by Rajasthan government is not that much astonishing. At least Mr. Arjun Singh, Congress Party high profile leader and the Ex Minister of Reservation will celebrate it.
It may be the dramatic attempt of the government to please the caste and the group which were in agitation since long. It may be an attempt of the government to strengthen its vote bank because they know very well that they cannot perform otherwise. Reservation is the one and only tool in the hands of politicians of this country which they often use to attract voters in their fold.
There is no doubt that such steps of the government not only humiliates the judiciary but also it will generate more and more violent movement in many other states by different castes and groups Opposition parties may use this example to demand such type of reservation at all India level and may ultimately lead to aggressive movement, dangerous violence and self burning as happened in the past when ambitious ex- Prime Minister Mr. V. P. Singh had announced quota for OBCs.
It is very much sad that there is none in political camp who can courageously oppose such whimsical moves of the government. Whoever opposes such moves will bear the brunt of the innocent but offensive mob. As such everyone will try to raise more and more demands and undoubtedly open Pandora’s Box for the government.
I however hope some PIL will be filed in the court against the decision of the Rajasthan government and that the judiciary will take note of such unconstitutional steps of the government and reverse the shameful decision very soon.
Reservation is the not at all the right and the lasting solution for the long persisting problem of unemployment .Most of the government departments have almost stopped fresh recruitment since 1991 and there is ridiculously always talk of reservation and quota by rulers of this country. Number of employees working in PSUs and government offices has been continuously coming down due to retirement, resignation or death. What is the use of quota when there are no fresh opportunities for job seekers? It is only private sector which has provided some relief to unemployment youths. And perhaps this is why politicians of this country are trying to destroy the work culture of private sectors too by motivating and pressurizing private sectors to introduce quota voluntarily.
Anyway, I strongly feel that whatever may be the quantum of reservation or the decision of the court, actual development and creation of job can only give ultimate and permanent relief to common men of the country. Voters as also politicians of this country have to understand necessarily this bitter truth and honestly act in this direction. Otherwise country cannot hope for improvement in work standard and overall image of the Nation.

We need Quality and not Quota
Kapil Sibbal, new HRD Minister has again promised to implement OBC quota in private colleges and institutes.
Arjun Singh tried his best to get popularity by providing reservation but he failed totally and ultimately in his old age he has been sidelined by Congress High Command.
If Kapil Sibbal also behaves like Arjun Singh and talks of only reservation instead of making efforts for creation of jobs he will also be rejected by people of India very soon.
Mere provision of reservation without creating opportunities of job is meaning less exercise and it is nothing but a cruel joke with unemployment youth and in fact it is not less than cheating with unemployment youths of the country.
Similarly in academic institutes if the learned advocate cries for reservation for OBC it will again help in further deterioration of quality of education in the country. Reservation only for merit can be in the interest of the country. If at all the minister is serious for the betterment of poor and middle class who cannot afford quality education the minister should help them by money or try to streamline the fee structure.
In our country educational institutes are working as terror camps and the owners are working as hardcore terrorists. Students and their parent are exploited. Fee burden has been increasing day by day. Other than rich person constituting hardly 5% of population cannot afford education in MBA or Engineering or Medical colleges. Not to talk of higher education, even higher secondary schools and primary schools have started asking donations and realizing exorbitant fees. There is as such no use of quota as long as fees are left unregulated.
As a matter of fact most of the elite colleges and schools providing quality education are owned by and run by kith and kin of MPs, MLAs, Ministers, and Government Officers. A few of them are owned by other businessmen or professionals. This is why ministers never talk of reduction in fees. They never try to make fees affordable and reasonable. They do not try to exploitation of students. They talk of reservation, reformation and social inclusion but in fact they are real cheaters for voters. At best they may put pressure on school management to admit son and daughter of their relatives.
It is also true that no fees are charged from students or very nominal fees are charged in government schools and colleges or somewhere even in government aided institutes. But unfortunately there is study at all. Only children of poorest among poor are admitted there for name sake and finally the child learns nothing but bad habits.
Minister therefore need to admit their wards in government schools so that they may understand the real pain of poor and then they visualize making efforts for rejuvenating government or government aided schools , colleges and institutes.
Free mid –day meal or free books under Sarva Sikchha Abhiyan has proved to be futile exercise and has completely failed in achieving the targeted goal. Those person who are powerful and effective in their area have simply looted the fund under the popular schemes and real poor are still deprived of quality education though our country is now 62 years old and so many popular schemes by various governments have been launched after freedom. Really, pathetic position of education in our country is very much painful and gives only disappointment to common men.
I therefore pray Kapil Sibbal to come out of traditional mindset of quota or reservation and do something new. Education is nothing but the backbone, real oxygen, and pure blood for sound standing, growth and survival of the country.

Quota divides the society
This is my appeal to political leaders of the country:
Please do not divide the nation in the name of social justice. Reservation is not at all the solution of backwardness. SC/ST has been given quota and using the same for last 60 years but there is no visible improvement in their standard of living. Out of SC/ST, only a few percentages who are shrewd and well versed with prevailing malady in administration are looting the entire economical benefits given by the government by way of subsidy. Creamy layer in SC/ST are taking advantage of quota and those who are downtrodden are still beggar or leading a life of beggar.
Similar is the position of Muslims who have been given preferred treatment for last 60 years are still leading a pathetic life. All types of preferences has created more weakness in them individually .In group they have become more powerful to blackmail with the government in return for group votes for political party.
Reservation for OBC has made them so powerful that they disturbed entire Maharashtra and UP and destroyed a lot of property. There is no improvement of quality.
Nation cannot prosper without quality. Any compromise with quality will prove to be harmful .Quota has caused irreparable damage to the nation. Please do not aggravate the situation further. Administration is already full of corruption and lack of quality .Enemy country take advantage of our disunity and loopholes in social harmony and they succeed in further adding fuel to fire. Please do not make the situation more alarming and suicidal. Social disharmony is growing in the name of social justice. Social conflict is growing in the name of appeasement of some caste group or other by way of quota provision for them .One group has become enemy of other group.
When peace is disturbed is the society, all types of economic planning gets punctured. All economical growth goes in vain when social peace is disturbed and one after another riot burns and spoils the nation. Civil war is more dangerous than war on the border. Domestic imbalances is already a curse for the nation and now discrimination further on the basis of caste will ruin us more and lead to disturbances. Division of society based on caste and community is a big danger to our nation's unity and integrity.
Political leaders who cry loudly for nation's unity and strength must look into grass root reality and at least take lessons from numerous riots and social conflicts taking place one corner or the other. Mere establishment of a Inquiry Committee to investigate into the conspiracy of any riot is meaningless unless and until our leaders take lessons from them and take stringent steps to avoid recurrences of the riot. It is desirable that political leaders stop preaching the sermon. They should do something first and then only be allowed to stake claim of their achievement in public rally
